지난 8월1일 오바마 미국 대통령은 백악관에서 기자들에게 2분기 국내총생산(GDP) 성장률을 발표하면서 경기회복의 신호가 나타나고 있다고 조심스럽게 밝혔습니다. 그리고 이에 덧붙여 안정화 단계에 접어들려면 아직 해야 할 일이 남아 있다고 강조했습니다.

Today, I’d like to talk with you about a subject/ that I know is/ on everyone’s mind, and that? the state of our economy.
오늘 저는 우리 모두가 관심을 기울이는 문제인 경제 현황에 대해 말씀드릴까 합니다.

Yesterday, we received a report on our Gross Domestic Product. That’s a measure of our overall economic performance.
어제 우리는 GDP 성장률에 관한 보고서를 받았습니다. GDP는 전반적인 경제활동 척도입니다.

The report showed that in the first few months of this year, the recession/ we faced/ when I took office/ was even deeper than anyone thought at the time.
보고서는 올해 초 제가 대통령에 취임했을 때 우리가 직면한 경기침체가 생각보다 심각했다는 것을 보여줬습니다.

It told us/ how close we were/ to the edge.
보고서를 통해 우리가 얼마나 벼랑 끝에 가까이 서 있었는지 알 수 있었습니다.

But it also revealed that in the last few months, the economy has done measurably better than expected.
하지만 보고서는 지난 2분기 우리 경제가 기대 이상으로 크게 개선됐다는 것을 보여줬습니다.

And many economists suggest that part of this progress is directly attributable to the Recovery Act.
그리고 많은 경제학자는 경기부양 정책(Recovery Act)이 이러한 발전에 직접적으로 기여한 바가 크다고 지적합니다.

This and the other difficult but important steps/ that we have taken over the last six months/ have helped/ put the brakes/ on this recession.

But as far as I’m concerned, we will not have a recovery as long as we keep losing jobs.
하지만 일자리가 계속 줄어드는 한 경기회복은 없을 것이라는 게 제 생각입니다.

And I won’t rest until every American who wants a job can find one.
또한 저는 일자리를 원하는 미국의 모든 국민이 일자리를 찾을 수 있을 때까지 (이러한 노력을) 멈추지 않을 것입니다.

But history shows that you need to have economic growth before you have job growth.
하지만 역사적으로 살펴보면 일자리를 늘리기 전에 그 선행조건으로 경제성장을 이뤄야 합니다.

And the report yesterday on our economy is an important sign that we’re headed in the right direction.
우리 경제에 대한 어제의 보고서는 우리가 올바른 방향으로 가고 있다는 것을 보여주는 중요한 신호입니다.

Business investment, which had been plummeting in the past few months, is showing signs of stabilizing.
지난 몇 달간 급격히 감소해온 기업 투자는 다시 안정화하는 양상을 보이고 있습니다.

plummet = plunge : 높은 곳에서 다이빙하듯이 떨어지는 모습을 표현한 동사로, 문맥상 ‘급격히 감소하다’란 의미

This means that eventually, businesses will start growing and hiring again. And that? when it will really feel like a recovery to the American people.
이것(기업 투자의 안정화 추세)은 결국 기업들이 성장가도를 달리기 시작하고, 다시 고용을 늘리게 된다는 것을 의미합니다. 그리고 이는 미국민이 진정 경기회복을 실감하는 때입니다.

This won’t happen overnight. As I’ve said before, it will take many more months to fully dig ourselves out of a recession--a recession that we’ve now learned was even deeper than anyone thought.
하룻밤 사이에 이뤄질 수 있는 일은 아니지만, 제가 전에도 말씀드렸던 것처럼 경기침체의 늪에서 완전히 빠져나오려면 조금 더 시간이 필요합니다. 우리가 예상한 것보다 더 심각했다는 사실을 이제야 알게 된 경기침체에서 말이죠.

But I’ll continue to work every day, and take every step necessary, to make sure that happens.
하지만 저는 경기침체에서 벗어나기 위한 노력을 매일 지속해나갈 것이며, 필요한 모든 조치를 취해서 경기침체에서 벗어나도록 할 것입니다.

Every day, I hear from Americans who are feeling firsthand the pain of this recession.

I know that there are countless families and businesses struggling to just hang on until this storm passes.
저는 지금 수많은 가정과 기업이 오로지 경기침체의 폭풍이 지나갈 때까지 버티기 위해 안간힘을 쓰고 있다는 걸 압니다.

But I also know that if we do the things we know we must, this storm will pass. And it will yield to a brighter day.
하지만 우리가 반드시 해야 하는 일들을 해낸다면 경기침체의 폭풍은 지나가고 더 밝은 내일을 맞을 수 있을 것입니다.
