“건전한 국가관리가 경제발전 원동력”

    한국인의 저력을 보여주는 경제발전과 민주주의는 오바마를 통해 새로운 ‘한류’를 불러일으키고 있습니다. 오바마는 7월11일(현지시간) 아프리카 첫 방문국인 가나의 의회 연설에서 전 세계의 모범적인 사례로 다시 한 번 한국을 언급했습니다. 오바마의 가나 의회 연설 첫 번째 이야기입니다.

    Good afternoon, everybody. It is a great honor for me to be in Accra and to speak to the representatives of the people of Ghana.

    여러분 안녕하십니까. 가나의 수도 아크라에서 가나 국회의원들에게 이렇게 연설하게 되어 대단히 영광입니다.

    Ghana's history is rich, the ties between our two countries are strong, and I am proud that this is my first visit to sub-Saharan Africa as President of the United States of America.

    가나는 유구한 역사를 지닌 나라이며, 미국과 굳건한 관계를 유지하고 있습니다. 미국 대통령의 신분으론 처음으로 아프리카 사하라 이남 지역을 방문하게 돼 무척 자랑스럽습니다.



    I'm speaking to you at the end of a long trip. I've come here to Ghana for a simple reason: The 21st century will be shaped by what happens not just in Rome or Moscow or Washington, but by what happens in Accra, as well.

    (모스크바와 이탈리아 등) 오랜 순방 일정을 마치고 제가 가나에 온 이유는 단순합니다. 로마와 모스크바, 워싱턴뿐 아니라 이곳 아크라도 세계의 중심이 되어 21세기를 만들어나갈 것이기 때문입니다.

    So I do not see the countries and peoples of Africa as a world apart; I see Africa as a fundamental part of our interconnected world - as partners with America on behalf of the future we want for all of our children.

    그래서 저는 아프리카 대륙의 국가들과 국민들이 동떨어진 세계에 있다고 생각하지 않습니다. 또 아프리카가 긴밀하게 연결된 세상을 이루는 근본적인 요소 중 하나라고 믿으며, 우리 아이들의 미래를 위한 미국의 파트너로 여깁니다.

    That partnership must be grounded in mutual responsibility and mutual respect. And that is what I want to speak with you about today.

    미국과 아프리카의 협력관계는 상호 존중과 책임을 바탕으로 이뤄져야 합니다. 그리고 저는 이러한 협력관계에 대해 오늘 여러분께 말씀드리고자 합니다.

    We must start from the simple premise that Africa's future is up to Africans.

    우리는 아프리카의 미래가 아프리카인들 손에 달려 있다는 단순한 전제에서 출발해야 합니다.

    Countries like Kenya had a per capita economy larger than South Korea's when I was born. They have badly been outpaced. Disease and conflict have ravaged parts of the African continent.

    제가 태어났을 때만 해도 케냐 같은 (아프리카) 나라들은 한국보다 1인당 경제규모가 컸지만, 지금은 한국에 완전히 추월당했습니다. 질병과 분쟁이 아프리카 대륙을 황폐화했습니다.

    per(1인당) + caput (=head)의 복수 형태 capita = per capita = per head 1인당

    badly : 몹시, 심하게 / ravage : 파괴하다

    앞서거나 추월하기 위해서는(outpace) 평상시 걷는(pace) 속도를 뛰어넘어야(out) 한다. be(~인 상태를 표현) + outpaced(추월된) = 추월당하다


    Now, it's easy to point fingers and to pin the blame of these problems on others. Yes, a colonial map that made little sense helped to breed conflict.

    다른 사람들을 탓하며 이러한 문제의 책임을 외부로 돌리기는 무척 쉽습니다. 물론 아프리카가 식민지배를 받던 시절 만들어진, 말도 안 되는 국경선이 갈등을 키운 건 사실입니다.

    pin으로 책임(blame)을 고정(pin)하다→ pin the blame : 잘못을 전가하다

    19~20세기 유럽 열강들이 아프리카를 지배했을 때, 단지 편하다는 이유로 국경선을 마치 자로 잰 듯 나눈 것을 의미한다. 이렇게 인종과 언어, 종교, 문화를 고려하지 않고 만들어진 국경선 때문에 아프리카에 끊임없는 분쟁이 양산됐다.


    With improved governance and an emerging civil society, Ghana's economy has shown impressive rates of growth. This is a new moment of great promise.

    (하지만) 훌륭한 국가관리와 시민사회의 활약을 통해 가나 경제는 놀라운 경제성장률을 보여주고 있습니다. 이것이 바로 위대한 약속을 위한 새로운 시작입니다.

    Now, to realize that promise, we must first recognize the fundamental truth that you have given life to in Ghana: Development depends on good governance. That's the change that can unlock Africa's potential.

    위대한 약속을 실현하기 위해서 여러분이 가나 경제의 활력소가 돼왔다는 근본적인 진리를 가장 먼저 깨달아야 합니다. 경제발전은 건전한 국가관리에 달려 있습니다. 건전한 국가관리야말로 아프리카의 가능성을 열어줄 변화입니다.

    give life to : 생기를 불어넣다 / good governance : 건전한 국가관리

    unlock : 열다 / lock : 잠그다


    In the 21st century, capable, reliable, and transparent institutions are the key to success.

    경쟁력 있고 신뢰할 수 있는 투명한 제도들이 21세기에는 성공을 위한 핵심 요소입니다.

    History is on the side of these brave Africans, not with those who use coups or change constitutions to stay in power.

    역사는 헌법을 개정하거나 쿠데타를 통해 권력을 유지하려는 자들의 편이 아니라, 용감한 아프리카인들의 편입니다.

    Africa doesn't need strongmen, it needs strong institutions.

    아프리카는 강력한 독재자를 필요로 하는 게 아니라, 강력한 제도를 필요로 합니다.
